अब सरकारी जागिरमा ठूलो परिवर्तन! नयाँ कर्मचारीलाई पेन्सन बन्द

 संक्षेप (Summary):

अर्थ मन्त्रालय ले सबै मन्त्रालय, नियामक निकाय, बोर्ड, समिति तथा सार्वजनिक संस्थानलाई योगदानमा आधारित सामाजिक सुरक्षा प्रणाली लागू गर्न निर्देशन दिएको छ। सरकारले कर्मचारी, मजदुर तथा अन्य व्यक्तिहरूका लागि योगदानमा आधारित सामाजिक सुरक्षा ऐन, २०७४ र सरकारी कर्मचारीका लागि निवृत्तिभरण कोष ऐन, २०७५ लागू गरिसकेको भए पनि केही सार्वजनिक संस्थाहरूमा अझै पुरानै पेन्सन तथा उपदान प्रणाली चलिरहेको देखिएकोले यो पत्र जारी गरिएको हो।



मुख्य निर्णयहरू:

  1. आर्थिक वर्ष २०८२/०८३ देखि नियुक्त हुने कर्मचारीहरूलाई पेन्सन–उपदानको सट्टा योगदानमा आधारित सामाजिक सुरक्षा प्रणाली अनिवार्य रूपमा लागू गर्नुपर्ने।
  2. सबै मन्त्रालयले आफ्नो मातहतका निकायमा यो व्यवस्था लागू गर्न आवश्यक तयारी गर्नुपर्ने।
  3. यदि लागू नगरेमा त्यसबाट सिर्जना हुने दीर्घकालीन वित्तीय दायित्व सरकार स्वयंले नबेहोर्ने स्पष्ट गरिएको छ।

यस निर्णय अनुसार अब सार्वजनिक संस्थाहरूमा नयाँ नियुक्त कर्मचारीहरूका लागि पुरानो पेन्सन प्रणाली हटाएर योगदानमा आधारित सामाजिक सुरक्षा प्रणाली लागू गरिनेछ।
